xD
Level 40, because thats when you could attack other lvl 40 traders (as they've lost 1 star protection). At lvl 20, all you could do is kill other hunters near or at your lvl, and prance around looking cool (oh and carry loot for your group of thieves).

The higher the level the better (obviously) but like others have said best to start at lvl 40.

You need to get an application from the Thief Associate in Thief Town. Fill it out, Be sure to have your Horse,Camel and Ox drivers licenses with you because that information is needed. Once you are done with the application come to my desk ( Inside the black tent by Windy Phantom Thief)Where i will conduct a short interview with you. And if approved by me, i will stamp and sign your application. Then we will make your Thief photo id ( Will take about an hr to complete id) Then we will supply you with some transports and potions to start you off. ( Transports and potions will very depending on type of thief license.) Previous thief experience is a plus.
If you find you are having trouble such as finding loot, not having enough slots on your transport for loot, Trouble operating your Ox, Running out of return scrolls, being thieved by other thieves, excessive Camel spitting, not finding thief parties to join, Sarcastic horses, Elephants flying away, Transport not wanting to drink potions, lag, Transport mating, or any other problems that are not mentioned above please see Vicious Desperado.

What server are you on? The newer the server the less the requirement, for example on Uranus you could be level 40-50 and be good on jobbing.

cSRO / Division 2 / Pure STR Bow / Lv 65

+1 the higher lvl the better and 40 is the absolute minimum. It helps a lot if you have a friendly theif guild that will let you into their thieving parties

Re: Best level to become a theif?
It is possible to thief on the older servers at a lower level...one of my older chars was thieving since 42 (on Oasis). Sure it was hard sometimes when a high level came around to 1 hit you and your party. However, there were tons of times where we were successful at jobbing. Just depends where and when you go thieving, and if you have luck lol

We should stop treating people like objects, or at least treat our objects with more respect.
