I need a quick answers regarding server

Hi all, i am having trouble logging on to the server 
. Im not getting the usual "Cannot connect due to server traffic" message but the "failed to connect to server (c9)" message everytime.I dont think i have ever had it before i just need a quick answer how to fix this because i looked at the servers and people were online. I was hoping to level today
