You get them when you got the 1700 Niya Archer killing Quest. You can just NPC them

yeah, before, I collected them all coz it has no use for my quests and NPC them afterwards.

I got mine from nachals, yacha, moles and PEGs, ordinary mobs can drop it too, it's not only champs
