WEAPON MASTRY? WTF

i just started playing and all my mastarys were at 0
so i put them to level 1, it did not cost anything
now, IT WONT LET ME LEVEL UP ANYTHING
it says there is a mastery level limit!
PLEASE HELP
what do i do?!

level up then the mastery limit goes up

if your on about euro you get 2 level mastery capacity increase per level.
Int Bow. Heuksal at 30.
