Raffy or Lipria?

You start off at Raffy, then it drops some line on you that you won't get help from "Lipria" if you pick Raffy's euro guide quest. I have searched almost all of the city that I can see and Lipria is nowhere in sight. Has anyone else found her or does it even matter?...

Go to the North gate. Lipria is there. You can also teleport to the gate using another NPC Guide.
