Refresh Programs

Well after constantly getting this Server inspection is in examination or out of working time thing I decided to check the SRO official forums. It said once you reinstall the game ( I did) you have to refresh your program allow list.
I was just wondering where do I do this Because I want to play SRO again ><.

Im not that retarded...
Its a different message then normal and I only got it once I reinstalled the game because of my pk2.
I got it before the inspection started to.
