confused about new sro and skills

Hello,
Probably there are hundreds of threads about it but I'm really confused.
What is the difference between Legend I and Europe?
Will there be new skills on our existing iSRO?
Will the level cap be raised to 90 on our existing iSRO?
Will all these sro's be fused to 1 sro (new sro_client.exe and that's it)?
Is Legend I and Europe independant of iSRO?
What the f*ck is Legend I and Europe?
I red silkroadonline.net but it doesn't give an answer to these questions.

With these answers I have some new questions
.
Do chinese and europe have different weapons / skills?
If yes, will europe be more powerfull?
Will total mastery level be increased?

why are ppl so fckin sure that europes will pwn in pvp. ive been pvping a lot on ksro, and its quite well balanced.

I hear that China will own cause europe has big pot delay, but europe also has stronger damage dealers. So i'd say it's even.

euro chars gain max. 2 mastery lvls each lvl they get. Chinese have a 300 mastery lvl fixed. The main problem of euro is, they can only maintain 2 masteries (for example: Wizard/Warlock, or Warrior/Rouge), while chinese can add lighning and fire and heuksal at the same time!
