No they aren't cheap.. that's most likely a ccfer, just made that account to spam globals, and then get that account banned for charging back..

Waste of money and completely annoying most of the time, I wish they'd just get rid of them. It was much better then they were event items only.

ppl on Xian(lilazianboiz or w/e spelling) have been doing that forever, even actually counting from 1 all the way to 200+, 1 number per global =.=, I don't think they are too cheap though, maybe just a limit per day?

That wouldn't make a difference, ccfers would do a new account if they'd hit the limit

Or put a delay on the global itself. One global every ~5 min.
