no, these chars are used in the newb sro tutorial, the SS's joymax provides u are full off LvUP_4 etc.

Maybe those where the Gaymax's old GM chars...Then when they turned off game guard...Some one hacked them and did shit with them and now have to play those crappy lvl 100 chars!!!!!!!!!!!!!!!!!!!!!

The story to the LvUP accounts goes as this:
when people started getting hacked, joymax created these accounts to investigate this events, after the found out that people where getting hacked beacause they where stupid(aka give ur id and pass and ill lvl u)
they banned some people and forgot these acccounts, by that time there where a few GMs who knew the ID and PASS to all of the LvUPs, word got out and people hacked these accounts, now some people know the ID to these and some dont, usually those old GM who knew them play on them, as far as i know there is from LvUP to LvUP_20, there is no LvUP_1. some of them also have been banned permanently beacause of those people who did know those accounts started saying they where GM or GM "assistants", altho there is some that r acutally eirther 1 of those two options, which number of LvUP im not certain, all i do know is that people have been know to use these accounts to hack or get them hacked and i would advise to be carefull, they could be the people who r trying to hack you or the old GMs who used them
so far i know of LvUP_3, LvUP_4, LvUP_5, these three are at the ElDorado server
LvUP_6 and LvUP_7 are at tibet and i cannot explain how they unlocked the noob sing if it wanst be either hacking or just being a GM
this is all i can tell u about those accounts and if u want to know how i know so much about them, too bad lol xD

Oh one last thing, the LvUP accounts r all lvl 70 with all the skills maxed out since they where created before the cap reaise by GMs, bye now

i think they are LvLup employees (company that is going to launch Philippine silkroad) and they are evaluating/testing the game.

they're workers for joymax that come into the game to test / check stuff.
