From my knowledge of other MMORG games:

1. nerf or 2. Nerfed

means your character skills are being modified to a weaker level or adjusted with a new negative effect.

For example let say your fire nuke does 100 damage now, after joymax NERFED it, it does only 1 damage now, so there is no point in getting the nuke now, your character is screwed

So, basically balancing the game by adjusting skills or other stuff, but usually have a very negative outcome on specific builds/ skills in the game. and that's Nerfing
