I just started, and I can't find my way around the started city for ****. :-(

Any tips on where to go?

Also, are there NPC shops in this game? I wanted to buy arrows but couldn;t find any. Thanks!

In-Game, press M and then click on Jangan to get a town map...

You can buy those from the blacksmith in each town.
