I still cant get the quest even now im lv 71.
did I miss something?

there's a linking quest you have to do. remember when you were reeeally nooby and had to go collect pieces of scripture from the tombstone ghosts in the "Tomb" at Jangan? if you didn't complete that quest, you can't get the other one. it's in the quest list which im too tired to link for you :P
