I have noticed.. You are talk bullcrap.
There is no inactivity in thief actions on Alps, your just either not in game or not jobbing when thieves are out.

Impulse = god of thiefing on xian, he/she ran the thiefing show back at beginning of 70 cap and 60 cap i believe.
