Is this a bug?

I checked on the mmosite and it says that the quest is obtainable at lvl 69

Not a bug u can do the quest anytime u like. I did mine at lvl61
. Just remember that u have 15 min to to town after u pick up the drop. So take a horse with u. Or just use zerk to run fast if u forget the horse.

no bug, but be careful, i tried doing it on my int character when he was in armor, got to the nachal room, was switching to garms, a yacha comes behind me so i ran into the room, and a nachal pwned me

It's like the stolen sword and lost ring quest. Can be first drop or 15 hours of grinding later.

its a good quest though no doubt, so yeah all u have to do is find the 1 item, (hard for some, easy for others) and then run back to town within, i think its either 2 minutes or 15 minutes, cant remember

Yea, you have to run back to town in 15 mins.
I accidentally got this quest at 61 while looking for the bug quest. I was like WTF?? Lucky someone from my guild with a high enough therapy circle was grinding in the nachal room so i tagged along and started capping nachals. Got the drop in like 20 mins (ive always had good luck with those single drop quests)
I think i got like 20-25% exp for that quest @ lvl61.
