a bit of help?

ok, so lately i bought a discipline stone and i was almost sure it wouldnt work... but i was so wrong... it gave me a blocking ratio 60(100%)
i was quite happy, almost sure that bladers couldnt stand in my way anymore and wen me and my blader friend wer screwing around, i nuked him a few times, though he still managed to block my attacks
is the stone of discipline meant to decrease or to completely stop blockings from happening if it is at 100%?? or is it sumthing completely different?
also, i have finished the chinese and european liquor quests but i have no idea in which sequence or what drinks to give the guard... its the lvl 35ish quest or sumthing around that lvl... can somebody pls tell me how i need to put them?
