I dunno but I usually buy my gear one level over me to equip the next level, but when I do level up I still cant use it...

Usually I can use it within 3 levels of the level that it has at the bottom of the gear's stats but thats just silly. WTH am I doing wrong?

Europe requires your skills to be the same level as the equip you want, before you can use it.

Update your masterie lvl and yuo'll be fine

Yep its me ^^ And I have both wizard and warlock masterys so yea I have to farm a bit.

Farming in Euro is kinda useless. Since your mastery cap only goes up when you level, you can only fill in so much skills... Not much farming required.
