inspection still on????

i just got on about 10 min. ago (9pm CST) then i got the update and stuff but im gettin the Server undergoing inspection. then i went to SRO.net and read this http://www.silkroadonline.net/sro_board/ppboard/ppboard.asp is this the cause of me not being able to get in?
