Rollback Differences

I don't understand why xian, venice, greece, and rome were rolled back further than babel. Did fable test out the duping on other servers before rolling it out bigtime on babel?
Apparently someone told them we did it on other servers.
We ONLY did it on babel.
LOL SAs owned the other servers ?
