That HEO, HerosVN, ATIT, Nemesis, Knights_RU, Justice_RU, KoS, and so forth are nonlegit?

i really depends on what do you mean by 'best'

power? legit powerful guilds? the most powerful at all?
what can we take as legit? non botting? not ccfing? let others ccf for members? not buying gold? buying chars? not sharing accounts? ect

or 'best' as most fun? most active? most job activities? highest number of members? killing most bots? ect

there is why more guilds stronger then avalon like it takes like 4-5 of them to kill phunky and most of them used def and dmg scroll

Yes, #1 bot guild.However TheEmpire is #1 best guild.Da_Tang falls in #2 place.Their last guild war proves just that.

Itachi/VodkaHN ccf gold from Goger/powerlvl for the vns. That is not okay.

TheEmpire were botters too

they stopped (some of them) botting cuz they are lvl 70 and fully farmed

but theEmpire are stronger for now
