i have some silk left on this account i dont use and i was wondering if i can create a new character on a new server and buy a proof stone and be able to use it while level 1, i remember somewhere you need to be a certain level so just asking.

You may have to be level 5, that seems to be the typical item mall level requirement. But you should be fine.
