I want my server can create only Asian Character
How to do it?

Such questions sould go to ElitePvP and there is a thread about it already.
Anyways, all you need to do is disable the european areas in dbo._RefRegionBindAssocServer, disable the creation of european character in dbo._RefCharGen and replace the european statue with empty.bsr in Data.pk2(extract empty.bsr from res/npc/common, rename it to interface_idol_europe and import it to res/interface).

Do us all a favor and don't create another pserver. There's way too Farking many as it is.

I do not understand what are your thoughts

My thoughts are this:

There's too many private servers right now. Opening a new one will just further split people into more servers. No content you have will be "new". You'll probably get about 50-100 players, max. And then your server will shut down after a few months due to lack of interest, players, and donations.

To sum it up: It's a waste of time and money.
