NPC for quest concerning bone soldiers / guards

Hey guys,

I'm desperatedly looking for the NPC giving me the quest to hunt bone soldiers / guards (I think the quest is called 2nd and last bet?). I have completed Mamoje's bet already, but cannot find the NPC giving me the subsequent quests in Hotan.

First u go to blacksmith Soboi, then u can either accept it, or deny it.
When u accept u get his quest (obvious)
and when u deny u can go to mamoje

optional quest.
