What kind of quest is this ? O.0
I know that Snow slaves are event items, well, try so-ok.

It was the potions merchant NPC, that was giving snow slaves as a reward upon reaching level 3. Unfortunately, that was part of the event that ended on Feb. 7th and snow slaves are no longer available for free.
Edit: I assume we're talking about Silkroad-R, am I right?
