Normal silk users can't purchase immortal of proof stones?

I thought joymax changed this so we could purchase these now, after this update we're not allowed to do it anymore and they didn't think about telling people before they go and purchase silk? -.-
Am I being retarded or did joymax change it ages ago?

Item mall > buy item > silk mall > Alchemy and I can only see "Others"
