I'm not talking about delay, but actual lag in the graphics.
The best way I can explain it is that the game plays normally like 100 FPS, then every 5 minutes or so it will feel like 5 FPS for about a minute straight then go back normally to 100 FPS

Why does it do this?

Graphic card is processing.

whatever that is, is there a way to make it so that it does that every 5 hours instead of every 5 minutes? (this graphics card is not very old by the way, its a Geforce 9500 GT)

Iv only startd playin again today Iv noticed this too, for about 5-10 mins it feels like im running sro on my old computer again, then it comes fine.

its because the game isnt coded very well and its cpu usage is super super super super high...
instead of using the cpu to attempt to lead stuff.. it has to waste the cpu on lame tasks that dont even matter to game play

It's actually probably because of your hard drive. You should defrag it. Since it's not a lack of hardware and it does it about every 5 minutes which could be a new portion of the map loaded it makes sense

i dont think it is this... my hard-drive is almost clean... recently reformatted my machine and i run daily defrags =(
however... speed of your hard-drive will make a difference...

ALSO... get some virtual memory space on the go, that will improve your loading speed (if you lack ram...)

You shouldn't defrag daily....It's takes from the longevity of your hard drive fonizzles

i go by the rule a pc should last aprox 3-4 years... ive had no problem with 5 defrags a week if i replace it after 3-4 years

my computer never lags in sro ever, infact it runs smoothly on the highest setting ALWAYS even in the laggiest towns.

bought it with money i saved up from my job on campus lol i figure im set for life cuz ive never had a comp this smooth ever

same case like my bro...he got every 2 seconds lag. The frame like 50 fps 3 fps 50 fps 3 fps and bla bla.

the problem fixed after change the ram lolz.

oh yea, please check your GPU temperature too

I had a problem similar to yours. Mines did it because I turned off all the sounds. I turned back sound effects and it stopped.
