Does panic work on mobs?

Does panic work on mobs?
If you're a warlock, and you give panic to any monster, does it actually do anything? or is that really only effective on players?

Players only as far as I know. It only effects healing factors such as potting and cleric skills if I recall correctly.
Never tried it on a mob with regen abilities though. Even if it did work, it would still be fairly useless.

Well the biggest thing about panic is that it reduces HP. Today, i had 31k hp, then with panic i was bumped down to 18k.

I guess it doesn't work on mobs and mobs will just get a "resist" .
So in the first week in college i went with jeans and the pajama's shirt. Didn't notice what i was wearing till after i returned home.

Well the mobs actually get it I think, but i cant tell much of a difference...

Reduces HP? I haven't played Silkroad in a few months, but it only significantly slowed healing when I played.
Maybe things changed?
