I thought that in safe mode either hunter and thieves weren't able to attack each other, but i saw today twice that while in safe mode doing quests a thief was able to kill my transport.
is that a bug? or that is the way its suppose to be?

Players of the opposite job can attack you when they are within 5 lvls of your character level.

The quest guy says they can't attack you if your rank is lower than theirs. Now I have no idea if he means your title next to your alias or your job level.

The Rank is the Title i guess .
I never did a safe mode trade on a lv 40 char , i just take the quest teleport to the north gate of constantipole { Not many thieves there } , Go away from the town [ use invisible if i see a high lv thief ] , then summon that donkey , collect items then return to town . I do 4/5 from the trades successfly .

So in the first week in college i went with jeans and the pajama's shirt. Didn't notice what i was wearing till after i returned home.

its 5 levels. im pretty certian as ive seen someone who was within 10 levels on my wizard and i tried attacking and it said i couldnt.

This is what I get when I choose safe mode on the first quest from the thieves.
Guess it might be possible that it shows that 5 lvl's for different quests but I dunno lol
