If I have a lvl 45 wolf, can i kill it a shitload of times and make it tiny again???

nm, i tried. Letting the wolf die only brings the exp down to 0.00, than it won't dlvl... fck

Nope a wolf cant delevel, just like job ranks, once you hit the level, you cant get below 0%, and lvl down.
