Nowadays its ez to make +9(not that i've made one). But at the time when there was no item mall, +9 was a big 1337 achievement.

Before item mall +5 was pretty much a 1337 achievement.

i'd say +5 or 6 on every single piece of equipment you wear and your weapon has to be at least a +9.

On Eos minimum gear requirement is probably Nova +5 gear/weapon, the big players have Nova +10 and above.

10k for a game where skill plays a bigger role in your characters success or lack there of, rather then gear.
