Missing Skills?

So I can only speak from experiences with my chars, but I'm sure this probably happens to other builds too.
For Bich, Anyone notice how the Stab came before the new kd this cap? Usually it's always been knockdown released first, then stab. The lvl 97 kd seems more and more outdated.
For Light and Ice, nuke's have always come at the odd lvls. 30,50,70,90. Both should have the new nukes this cap since it's 110, like how the 90 nukes were released during the 90 cap.
It looks like for the last tier of skills, they're just making the lvl gap and order of release random...
