I play on the Venus server, and I saw a level 1 hunter with the identity card that has 3 flags instead of a curve.
She told me to get it from the Hotan Hunter Associate, but I didn't see it there. How do I get that special identity card?

You can't, they are taken out of the game.

Well the only way to get them now is buying them from others.
