Is it just me or has the time for CTF been offset by one hour ever since this last inspection?

No. Daylight saving time is in November here in the United States.

What I meant to ask was why were the times offset by one hour.

CTF time is always at even or uneven hours (even=12,14,16,...; uneven, 13,15,17). When your country changes to Daylight Savings time, it changes from even to uneven or the other way round (don't know which one is current one

). One strange thing is, Daylight Savings Time starts next Sunday in the US, so... where are you living?

I live in the United States, which is why it was so weird to me. For the past 2 days events started on odd hours for me. But it looks like it just switched back to even.

Actually yea. Majority of countries that observe DST end it on the last Sunday of October. US was this way until 2007 when it was changed to the first Sunday in November. Start date changed too.
