I'm wondering if there may be a key in the Windows Registry that holds these values. They have to be stored somewhere I'd think.

They would be stored in one of the various config files. Each set resolution would have a variable (1,2,3 etc). and that would be stored in the config. So you wouldn't be able to create a custom resolution via registry.

If it's not an option in game then you probably need to update your graphics drivers.

You can set it manually.
Open the file "
SROptionSet.dat" using hex editor (Im using Hex Workshop)
The file usually located on "C:\Program Files\Silkroad\Setting\"
1st you need to do is convert your resolution to hex format.
Resolution 1024x768 = Hex 0400x0300
Resolution 1366x768 = Hex 0556x03002nd is to reverse the hex format and it will become.
Reverse Hex 0004x0003
Reverse Hex 5605x00033rd replace the value I highlighted on the picture. (See below picture)
4th save and test it. (Be sure your gfx card support the resolution. If not, then youll get black screen. If your using window mode then its fine.)
