You probably have a delivery quest that does not allow you to use teleport/return scrolls.

Some of your quest disable the teleport.
(Something liek carrying a quest item and has to be delivered)
Cancelling or finish the quest would fix it.

Dude start playing the game on ur own, thats what happens when u let a robot do all the job for you...every lvl 40+ knows that there are some delivery quests, which have to be done/abandoned before ur able to use teleport/return scrolls.

I looked through my quests and none of them were delivery, one was even without any type of description. Then I just canceled every quest I had and I could teleport after.

Not really, there have been some times that i have overlooked/forgot certain rules that apply when doing certain quests.

Or in my case, whenever I went murder i would always forget that I couldn't teleport/use horse lol..
