I installed it a few hours ago? I think its been installable as soon as inspection began.

I don't think so. At 10 am GMT +1 (45 minutes ago) it said: Can only be installed after Legend 4.5 update. At 10:22 I could install it.

I installed mine 2 hours and 41 minutes ago.
