Can someone tell me at what time certain time and certain time is? because that snake head isn't really clear in his words...

P.S. by snake head i mean the entrance to the 5th floor
P.S.2 if people still haven't figured it out does anyone know when teleport to 5th floor opens?
If time is money, how rich are the people that dont have time? ^_^
