stand looking towards hotan on west gate. you should be stood like on the grass before hotan bridge looking down hotan bridge. you should see a pillar on your left and right hand side.
stand towards the left pillar looking down the pillar at the point where if your char walks forward it will walk along the railings along the bridge and walk towards and thru the pillar.
then u need to shuffle about a bit to get under hotan
