Apparently it's dropped by Roc and can be equipped by both races. At least, that's what I could tell from Google translator. It sounds like they also nerfed Roc a bit, and opened up his drops instead of assigning them to one player.

petrification can be cured;
new alchemy;

I quit Silkroad Mid-90 cap. I haven't seen 10 Male prot.

/facepalm and all 3 ugly although the robes look-a-like is passable

only one i woudl wear would be the last female one. the rest is ugly as fck!

If you think about it. There are probably going to be standard sets for whatever level this is set to come out on. These are probably some kind of exceptional suit that can only be received piece by piece for killing roc. And can be warn in place of the existing standard sets, by both races. No real need to make this into some massive conspiracy/complaintfest.. But then again, I forget where im at.

i like the idea of a mighty set that can be shared. well, lazy jm is an option too. or the silkbuying-related option is the most acceptable one.

Here is some explanation for the image from the kSro official site:

Those are the special drops from Bird Roc.
- They are marked Seal of Sun.
- They are 6 sort in total: (head, shoulder, chest, leg, hands, boots)
- Displays effect on head and shoulder. (In case of Robe, effect on only shoulder)
- There is no difference between Chinese and European characters in appearance.
- They are exchangeable, trade-able. storage-able, drop-able, alchemy-able.

By default, those items have the following options, which can be changed by further alchemy:
- STR 6 (+100%)
- INT 6 (+100%)
- Durabilty 160% (+100%)
- Perry 60% (+100%)
- Lucky (6times)

Can I ask where you're getting this information from? I'm not doubting you, just curious.
