Does this literally mean that the skill does 25% less damage? It doesn't make sense.

It means it does 25% less damage for every mob it splashes onto after the first one.
I think

So like say you hit 100 on the 1st mob and it'd splash damage the 2'd mob for 75.

Damage reduce......reduces damage.

yeah but wouldnt the second man in the pic receive 56.25%

100 - 25% = 75
75 - 25% = 56.25

no, it cuts off 25% from the initial dmg so it has to be 75 again, but the skill has only 2 penetrations so the 3rd guy isnt needed. i think

Nope, PureStr is right. You can test it if you want.

that skill seems pretty useless but i think it crits alot the higher lvl one...

nice but we all get the point now.

i always thought it was reduction of enemies dmg by that much if you launched a skill with this effect and the opponent launched any dmg skill.

naw... it seems to crit alot more than the others i often double crit with it. and it looks cool too imo.
