Do inactive characters ever get deleted? If yes would the person storage also be emptied?

It can still be logged onto its' a guildmates they quit and had my stuff on it I finally got the pw from them and it's empty

then he scammed you of your stuff.
an account will get deleted if inactive, and without silk for 6 months i believe. the character deletion is initiated by the user and the storage remains on that server.
