so i was helping my friend set up his character and whatnot and told him to start a party. hes lvl 3 and it says you cannot create a party at this level. wth is that? why not? is JM trying to support plvl?

It always been like that u cant start a party til lvl 5.

when i used to play it never was like that. im talking 3 months ago. i created parties at lvl 1-4.

He can't create a party at that level, but he can join one.

TBH at under lvl 5 u dont need a pt, you can get there off movias/other low lvl mobs in not a long time with quests.
