That and multiple users under the same IP, like at internet cafes, schools, and universities. At many of those, Joymax would just see the IP of the border router or firewall and block hundreds of potential users just because of someone botting from that network.

@NuclearSilo Rapidshare would use a manually made routing table to block proxies so I don't think JM will want to pay for proxy lists or make list themselves.

Money coming into JM is more important lol
