ted mate I totally agree with you, in that the people of a community have a large influence in how it turns out and that the onus is upon them to ensure that the community is healthy.
In this case though Joymax have made a mockery of their own rules/laws by not enforcing them, which in turn caused a snowball effect of problems amounting to what we have today.
What's the point in a law if they aren't going to be enforced and there's no one to uphold them? As long as there are no boundaries, people will continue to push for new limits.
