Back in the day, there was a real stigma against botting. If you wanted to be part of the community, you had to be legit. Botters were shunned and made fun of, when they got caught, most of them just quit the game.
Now, the opposite occurs. People are OK with botters and they proliferate. Bringing back the stigma is the first step in stemming the flow. Sure, it doesnt solve the problem. We all know that wont happen. Strong, united legit guilds taking over their servers and forums will help the problem.

unless SG is ip banning this people they can simply make a new account and not tell any1 who they are and we are back to ground 0 again not solving the problem but creating chaos

When someone is banned they are ip banned. And if they come back with a new ip/username and continue to beleive it is allright to bot and post freely, they will simply be banned again...and again...and again...

OK , so they make a new account. Then what.
Can they show a screenie? Sure, but only if their gear or char is unremarkable.
Can they brag about their accomplishments? Nope, they will just get rebanned.
Can they speak about their friends or experiences? Only if they are very careful about names, etc.
And if the wrong person finds out who they are, busted.
