Judging by the fact that a weapon below it says "sosun" and it doesn't say sos, som, or sosun, my guess is, no.

I heard he made it +9 and globalled saying it's the first +9 72 sword on the server. Then he wanted to quit and kept adding weapon elixirs to it for fun, because he wanted to quit anyways, and ta da, +13. And he didn't quit lol.
