i got confused about the tax managment

when did the owner of fortress can change the tax rate and get the tax?
on sro site...it mentions that they can do it on saturday
but my friend cant do it on saturday. is it bug?

can only be done once a week

change of tax rate can be done on saturday for lots of time.there is not limilted time on it

Could be a bug..cant set it on Olympus either... couldn't do it last Saturday either.....
