exemple; sword 64 => 1-2stones + 200-500elements wind7 and fire8.

The stones are random, and require some kind of blue on the weapon.

Its all random, buy few 1D npc weapons and see it by your self.

hmm ok random but... will a lvl 72 wep gives more elements and stuff from a lvl 64 wep? or its rlly only luck?

72 gives more elements than 64, stones are all random tho, you can get 2 lucky stones, 2 5% str stones and 2 5% crit stones from 64lv weapon with 1 blue and get nothing from 72lv full blue weapon.
