if a lv 42 and 72 shield has a BR of anything...

E.g. 42 shield has BR of 10, 72 shield of 10

they will block the same...

They block the same but a lvl 72 shield has a higher defence then a lvl 42shield.
so the damage would be higher on you if you have a lvl 42 shield equiped

*is the block ratio in precentage? so br16 is 16% chance to block?

yes it is

at least it seams to be so with crits and br by how often you block so i assume its precent because it happens about as much as it should

but of course a lvl 72 person would have the br passive incrase from either 1 handed skill tree or sword series for chinise, other then that they are the same blocking rate

+ 1... The only difference is the higher br passive you get for Sword skills..

Just want to add that while lvl has no effect on possible br. If it is sox it is capable of being higher. That might only be true for chinese though, euro sox is different.

So plain chinese shield is 10-20, sosun can go up to 23 or 24.
