ya. i made a new accouth that has no characters in to. but i want to buy silks b4 creating characters. is that possible. cuz in sro page, it said must have lvl10 character to buy silks.

I do not believe it will give you any advantages of purchasing silk before creating a charachter. I've never tried to purchase silk on an account before creating a charachter, but it really doesnt take that long to level up to lvl10.

you must have a lvl10 char to buy silk. it is an (admittedly weak) anti-CCF feature. for the life of me i can't think of ANY reason you would wanna buy silk on an empty account unless you were doing something dishonest though.
