well he wont let u cuz ur 17....and the quest is lvl 19/20. doesnt matter if u can own them.

generally, euro mobs have less hp than chinese mobs. I trained my chinese nuker from 30~40 in euro simply because the mobs were a lot easier to kill quicker. 1 nuke + 1 shout ftw!

Well, that helps a lot lol I compared hps of chinese and euro before...euro mobs are easier to 1 nuke + 1 shout if you don't have pimped gear (blues) or a pimped weap
